why not rexec, or ssh the commands as local?

We have several RS/6000 Boxes (AIX 4.3.3). Sometime we need run "batch
job" to dump data to remote computer tape driver. I found following
command NOT work with remote tape control:

mt -f hosts1:/dev/rmt0 rewind
tctl -f hosts1:/dev/rmt0 rewind

Does anyone know solution for that?
