Can't boot, /usr is full

My J50 won't boot and I believe the reason is that /usr is full. I get code 517 then 518 then 553 then blank. Code 518 means there was an error mounting /usr.

I've booted into maintenance mode and mounted filesystems before activating rootvg. Then I tried to add space to the /dev/hd2 filesystem with the chfs command, but it came back with an error:

0516-078 /usr/bin/lquerylv: Incomplete device driver configuration. Probable cause is special file for the VG is missing. Exec varyoffvg, then varyonvg to build the correct environment.
chfs: Cannot get VG partition size

So I tried to exec the varyoffvg command, but it gave me the same error message, telling me to exec the varyoff command!

The book 'The AIX Survival Guide' suggests running fsck -y /dev/hd2, but it must be unmounted first, and when I try to unmount it, it refuses, saying 'device busy'.

I am rebooting without mounting fs's this time, maybe that will allow me to proceed.

Any suggestions or advice would be appreciated.
