Permissions change on mount point directory

I have several 43P 150 RS/6000's running 4.3.3 (4/2002). If I create a
directory (i.e. /home/rms) which is the home directory for a user, it
creates the directory with the permissions 755. I then create a standard
filesystem and mount it on this directory and the permissions of the
directory change to 2755 on the directory /home/rms. Why is this doing this
and how can I stop it form doing this. Your help is greatly appreciated.
